The study shows how network governance can stimulate change, bringing about innovative ways of designing and/or thinking about cultural policies. The distribution of powers and responsibilities within networks requires the development of accountability systems that can better respond to stakeholder needs. In this perspective, the paper proposes a reporting system associated with the concept of social control over governance.
