Il presente articolo si propone di esaminare lo stato dell’arte dei sistemi di controllo strategico delle pubbliche amministrazioni decentrate, con l’obiettivo di offrire al lettore non soltanto l’approccio analitico della più recente letteratura scientifica di settore, bensì anche un affidabile identikit delle esperienze di rendicontazione strategica già entrate a regime: ad una prima sessione di indagine imperniata sull’evoluzione della natura dei modelli di controllo nel settore pubblico seguirà, quindi, un contributo di natura eminentemente empirica, attraverso il quale si tenterà di far luce sulle modalità di adozione di tale strumento gestionale nelle undici province lombarde. Particolare attenzione è stata dedicata alla costruzione di un modello di studio quanto più esaustivo ed attendibile, modello che ha permesso di sistematizzare le informazioni raccolte in relazione ai meccanismi di controllo strategico e di individuare i “coni d’ombra” che, in numerosi contesti locali, ancora ne ritardano un’efficace implementazione.
The aim of the article is analysing the presence of strategic control in local administrations of public sector, giving an overview of the analytic approach by earliest scientific literature, and moreover a reliable identikit of the experiences in strategic rendering that have already been occurred: the first investigation is focused on the evolution of control methods in public sector, followed by a mostly empiric contribution, through which we’ll try to cast light on the adoptions of such operational instrumentation in the eleven Lombard provinces. Particular attention has been paid to the construction of a study pattern as reliable and as complete as possible, which allowed us to systematise the collected data according to strategic control mechanisms of and to identify the “shadow cones” that, in several local contexts, still delay their efficient implementation.
