Il presente contributo affronta il tema delle innovazioni manageriali che hanno caratterizzato il processo di riforma che, nel corso dell’ultimo ventennio, ha interessato la pubblica amministrazione in Italia. Tale fenomeno viene inquadrato nel più generale contesto di cambiamento in atto a livello internazionale nel segno dei principi del New Public Management e della Public Governance. In particolare si presentano i risultati di un’indagine condotta con riferimento alle amministrazioni provinciali e comunali della Regione Puglia, volta ad analizzare l’attuale livello di qualità manageriale dei gruppi decisori delle organizzazioni pubbliche. Sono stati vagliati i principali punti di crisi e le aree di possibile sviluppo, in termini di efficienza ed efficacia per tali tipologie di enti locali
This paper addresses the topic of managerial innovation as it has characterised the reform process that, during the last twenty years, has affected Public Administration in Italy. This phenomenon has been placed in the broad frame of change dominating the international scenario, according the principles stated by New Public Management and Public Governance. Hereby the results of a survey conducted on provincial administrations and municipalities in Apulia Region, which main aim has been to investigate the level of decision makers’ “managerial quality” in public organizations, are presented. The main factors of crisis and the areas of potential development, with regard to both effi ciency and effectiveness of these local institutional bodies, have been explored and discussed.
