Negli ultimi anni, nell’alveo delle teorie sulla Public Governance, è emersa la necessità di un governo territoriale da parte delle istituzioni pubbliche basato sullo sviluppo di conoscenze e sulla cura delle relazioni con gli altri soggetti del territorio. Nel presente contributo, dopo aver delineato i principi teorici più importanti di questo paradigma, si analizzano gli elementi di Public Governance, presenti nel caso dell’Agenzia di ambito territoriale ottimale di Ferrara, secondo un’ottica di analisi economico-aziendale. L’AATO, di recente istituzione, viene analizzata alla luce del nuovo contesto legislativo, nazionale e regionale, mettendo in evidenza le azioni già sviluppate e quelle ancora da intraprendere, rispetto agli elementi teorici delineati nella prima parte.
In the last years, the “Public Governance” paradigm has highlighted the need of the local authorities to adopt territorial policies aimed at developing intangible resources, capabilities and competences, such as knowledge and relationships with the stakeholders. In this paper, after an analysis of the literature regarding the Public Governance paradigm, the case of the Authority of best territorial ambit (AATO in Italian) in Ferrara is investigated from a business economics perspective. The AATO, recently established, is analysed within the framework of the current, national and regional, legi-slative context, with attention to the actions, which the authority, consistently with the PG theories, has already set up or has still to engage.
